Duties

Provides expert advice and support to the Director on the CAS Board. Participates in the formulation and development of Agency audit policy, procedures, guidance and long-range management plans for improving Agency performance. Ensures compliance with Generally Accepted Government Auditing Standards (GAGAS) related to complex contract cost and pricing issues. Performs research and analysis of historical program documents, legislation, case law, government regulations, and auditing standards to support the development of effective new or revised audit policies, procedures, and guidance. Analyzes trend data or performs field studies to identify and define audit problem areas and emerging issues. Evaluates the problems and issues, determines the need for revised or new guidance, and develops new strategies for resolving the problems and addressing the issues. Maintains liaison with counterparts and represents the Agency.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Basic Requirements: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: planning, development, formulation or execution of auditing policies, audit management guidance, practices and techniques; and experience in contract audit/administration with Cost Accounting Standards and DFARS Contractor Business Systems. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP. A qualified ICTAP eligible achieving a score of 90 or above will be considered well qualified.
