You will serve as a SUPERVISORY PRODUCTION CONTROLLER in the EXPEDITIONARY MAINTENANCE DEPARTMENT of SOUTHWEST REGIONAL MAINTENANCE CENTER.
Duties
You will direct the brokering, validation and screening of maintenance level work providing mission support to the fleet.
You will manage phases of availabilities such as initial planning and associated planning milestones, requirement development, planning, execution and monitoring and controlling, and certification of work ensuring scheduled development.
You will use financial skills and competencies to forecast multiyear repair material and parts funding based on the Ship Maintenance Model (SMM) for multiple classes of ships throughout the phases of operational and maintenance life cycles.
You will develop, budget, manage, and justify the Command's annual multi-million-dollar Fleet Material budget.
You will manage Repair of Vessel (ROV) funds for maintenance efforts and material procurement for production department product families and associated product lines.
You will monitor and control the allocation of funds for each project, ensuring each product line has the ability to purchase repair parts and material through various processes such as supermarket support, and overhead material.
You will establish Internal Controls (policies and procedures) to ensure proper use of resources and minimize the possibility of fraud, waste and abuse in matters of funding, labor charges, travel, overtime, contractor utilization and material.
You will oversee the development of man-hour estimates for new work, assign start and stop dates of the work, create project structure, and align the funding type (Reimbursable and Mission Funded) to individual work notifications.
You will generate metrics and reports to monitor the planning, forecasting schedules, work execution and close out to assist in process
improvement efforts.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: establishing and implementing production control strategies for the prevention or alleviation of production delays and project scheduling conflicts; analyzing production inefficiencies (e.g., resource allocation, scheduling delays and conflicts, material and labor shortages, faulty processes, skilled trade imbalances) and planning and executing methods for improvement; and coordinating integrated production efforts during ship or submarine maintenance, repair, alteration or overhaul availabilities.
