Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (2) years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
Duties
Management of the inventory and scheduling of Primary Hand Receipt Holder Accounts and proper and timely keeping of all account property records.
Advise management on proper procedures for processing Financial Liability Investigation of Property Loss (FLIPLs) investigations of lost, stolen, or destroyed property.
Serve as point of contact and advisor for auditors, inspectors, and investigators, by explaining and justifying overall local policies and procedures used to account for property.
Management of the records for all leased, loaned and borrowed equipment, and the management of the records for all equipment transferred into and out of the Property Book.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Requires Temporary Dut Travel (TDY) up to 10% of duty time.
- Must obtain and maintain a Secret security clearance.

In order to qualify, you must meet the specialized experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience evaluating and approving property management procedures and techniques such as tracking, acquiring, receiving, storing, moving, consuming, using, and maintaining property; using automated record keeping and/or database programs to manage property book items and inventory; completing hand receipts for the lateral transfer or turn in of equipment/ property; provide information to auditors during investigations and/or inventories. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management or Logistics Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
