About the Position: As Project Systems Administrator, the incumbent is assigned primary responsibility for the ongoing maintenance, control, and administration of a comprehensive preventive maintenance control program and automated data system, Facilities Equipment Maintenance System (FEM).

Duties
At the full performance level, incumbent shall:
Develop, negotiate, and administer construction and supply/service delivery order contracts and purchases.
Conduct prework conferences for service and construction contracts to address scope of work, safety practices, contractor-government relations, methods of payment, etc.
Utilize the control system to issue and schedule routine and cyclic maintenance, repair, and replacement of all equipment, machinery, etc.
Collect information and requirements of Operations and Maintenance crews and issue work orders, supplies, and material for use by the maintenance crews.
Obtain information from crew supervisors and work leaders that could affect schedules and/or future workload adjustments.
Assure that all information needed to perform job is available (parts, types of equipment/tools/materials needed, equipment hours, hazardous conditions and requirements, specific safety procedures, etc.)
Utilize an automated maintenance control data system, such as FEM, to provide system control, oversight, repair history, analysis, data entry, and documentation of current and future maintenance operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent to obtain a Contracting Officer's Representative (COR) Level 2 certification, within one year of employment.

GS-07 Minimum Requirements:
Specialized Experience: One year of specialized experience which includes using various computer programs to prepare graphs, charts, or other information; maintaining maintenance records; resolving various maintenance issues; and generating reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business, Project Management, Facilities Maintenance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
GS-08 Minimum Requirements:
Specialized Experience: One year of specialized experience which using various computer programs to prepare graphs, charts or other information; maintaining maintenance records; resolving various maintenance issues and generating reports; and implementing, maintaining, troubleshooting and testing a maintenance control system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business, Project Management, Facilities Maintenance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
GS-09 Minimum Requirements:
Specialized Experience: One year of specialized experience which includes developing, negotiating, and administering construction and supply/service delivery order contracts and purchases; planning the maintenance, repair, or replacement of operating electrical and mechanical units. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Project Management, Facilities Maintenance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
