About the Position: This position administers, controls, and coordinates the installation drug and/or alcohol testing and training programs in accordance with DoD and DA directives and policies. Direct responsibilities include managing the drug and/or alcohol testing program; maintaining quality control procedures; serving as technical advisor to commanders and civilian/military supervisors; operating urinalysis equipment; and training Unit Prevention Leaders (UPL).

Duties

Manage all aspects of the drug and/or alcohol-testing program. Ensure the substance abuse programs and urinalysis collection procedures of all units are inspected annually and written reports of the inspection findings are provided to Garrison Commander within 30 days or IAW Standard Operating Procedures. Provide training in all classes dealing with drug and/or alcohol testing. Operate and oversee the operation of office automation equipment for the purpose of random selection of drug and/or alcohol test candidates. Interpret technical and scientific data involved in the use of alcohol breathalyzer detection equipment. Provide statistical data related to drug and/or alcohol drug testing to the Alcohol and Drug Control Officer (ADCO).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is a Term position scheduled to last 13 months and/or 3 years. A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one-year trial period.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Incumbent will be certified by the DA DTC Certification Course within 9 months of assuming their duties. Failure to obtain certification or failure to maintain certification may result in administrative actions and removal from the position.

Specialized Experience: One year of specialized experience which includes managing all aspects of the drug and/or alcohol-testing program; coordinate training for managers on drug testing and policies; administering urinalysis tests; and prepare statistical reports on drug and alcohol testing programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-7). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as criminal justice, psychology, social work, pharmacy, and sociology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: CompliancePlanning and EvaluatingReportingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
