THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This position is for a Doctrine, Training & Force Development Officer, Position Description Number D2947000 and is part of the Joint Force Headquarters, Clay National Guard located in Marietta, Georgia.
This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership.
Area of Consideration: Current members of the Army National Guard.
Duties
As a Doctrine, Training & Force Development Officer, GS-0301-12, you will:
Serve as the primary staff officer for developing joint integration plans, joint training, joint professional military education and exercise programs, and to develop the action plans to implement approved joint strategies for the department. Responsible for development of the State long-range force integration plan. Analyze the management of the State Force Integration Program. Analyze information provided on conflicts identified, substantive changes and doctrinal issues, and the recommended courses of action.
Provide JFHQ-State input to Combatant Commander's war plans, with emphasis on homeland defense/homeland security. Assist local, state and federal government and other agencies in the preparation of supporting plans, programs, activities, exercises and training. Function as JFHQ-State officer of primary responsibility for the DoD Training Transformation (T2) program. Plan, coordinate, and conduct joint exercises to facilitate joint and interagency operations. Oversee and manage JFHQ-State joint assessment and lessons learned programs. Administer Joint Professional Military Education programs. Plan, conduct, and evaluate JFHQ-State joint professional and technical training programs.
Develop and issue pertinent policies and training budget directives to enable effective planning at the unit level. Review budget estimates and requests and require periodic reports to identify expenditures and current status to ensure proper management and control of funds are being exercised.
Represent the J-7 in dealing with a variety of state and National Guard functional area organizations. Establish, develop, and maintain effective working relationships with all serviced organizations and all senior staff members within the state. Meet with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and to resolve significant problems that arise. Participate in special projects and initiatives and perform special assignments. Identify the need for special projects and initiate milestones and goals. Evaluate reports by analyzing facts and performing appropriate research and prepare detailed responses. Determine appropriate recommendations for unresolved or questionable problems and performs follow-up. Research and determine or recommend appropriate actions or interpretation of issues that impact organization, command, or agency.

- NATIONAL GUARD MEMBERSHIP IS REQUIRED
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.

- Must be able to obtain and maintain the appropriate security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.

- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

General Experience: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
Specialized Experience: Candidate must possess at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
