Duties
You will prepare/review technical reports and point papers.
You will develop methods of operational research/military analysis to the test and evaluation areas of battle command, intelligence, and net-centric operations in evaluation plans and reports of prescribe systems.
You will participate as an expert representative of the activity on panels and committees with commitment authority.
You will plan and implement communication plans to improve program communications security.
You will manage and monitor the entire program communications network.
You will analyze, evaluate and integrate data from multiple sources to assess the relevance and significance of developments.
You will apply new theories, developments or procedures to intelligence problems not solved by application of standard guidelines and policies.
Requirements

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Knowledge of concepts, theories, principles/practices, methods and techniques of electronic and mechanical ocean systems; 2) Ability to prepare and present briefings or reports; 3) Ability to work with sensitive programs involving numerous DoD and civilian agencies providing management support for advanced state-of-the-art ocean engineering research and development projects; 4) Skill in data research, program evaluation and performance measurement; 5) Knowledge of contract administration, business management, and management control systems; 6) Ability to manage major design and construction efforts and analyze complex situations; 7) Skill at managing a diverse work force; and 8) Ability to communicate effectively both orally and in writing.
