This position is located at the United States Mint in Washington, DC- Financial Directorate, Procurement Division. As a Contract Specialist, you will perform authoritatively in applying contracting systems, practices, regulations, and operations to major, complex procurement activities. The work involves seasoned decision-making requiring responsiveness to continuing changes in programs or technological developments.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Conducts procurement activity for major and complex systems (e.g., nationwide manufacturing and IT systems) where little or no contractual precedent exists to serve as guidance; develops and modifies procurement strategies or pricing structures based on sound business judgment in the best interest of the Government
Initiates and conducts appropriate coordination with Acquisition personnel as needed to implement United States Mint wide strategic sourced procurements actions
Manages all contractual aspects of a major program involving coordination of numerous contracts, long-range procurement planning based on a thorough knowledge of the program objectives and interrelationships with other programs, and skill in interpreting policies to solve unprecedented problems
Procures extensive technical services, which involve use and accountability for large amounts of Government owned property, numerous sub contractual arrangements, and accommodation of continuous contractual changes
Administers extensive and highly complex contracts that extend over several years and require monitoring the performance of prime contractor and a large number of subcontractors, negotiating forward pricing rates and claims, complex changes, and terminations or close out

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For GS-12: Specialized experience is one year (52 weeks) of experience at the GS-11 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
-Experience applying knowledge of a variety of contracting and procurement principles and procedures, such as pre-award, fixed price, cost, incentives, and regulations (sufficient to procure a wide variety of goods, services, and small construction projects).
For the GS-11: Specialized experience is one year (52 weeks) of experience at the GS-09 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
-Experience in providing principle contracting process support pertaining to the implementation of acquisition policy and guidance, procurement, and contract management systems in a financial management environment.
OR
3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
OR
A combination of experience and education as described above.
To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Additionally, only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
For GS-09: Specialized experience is one year (52 weeks) of experience at the GS-07 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
-Experience that provides familiarity with procurement laws, regulations, policies, and procedures in a financial management environment
OR
2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
OR
A combination of experience and education as described above.
To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Additionally, only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks.
For the GS-09 you must have been at the GS-07 level for 52 weeks.
Education
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
Basic Requirement (IOR):
A. A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
