Duties
Serves as an Engineering Technician responsible for performance of technical duties associated with construction contract administrative functions in support of the office engineering functions of the Regional Construction Office.
-Develops, prepares, and/or reviews plans, specifications, and cost estimates for construction and/or proposed/ongoing projects.
-Uses a variety of contracting processes to provide engineering oversight for construction, architecture, or engineering contracts.
-Monitors the work for compliance with contract requirements and specifications. Recommends special contract requirements related to engineering services.
-Reviews designs for compliance with current industry practices and ensures designs fit field conditions; suggests modifications when issues are identified.
-Performs technical analysis of construction schedules, proposals, submittals, modifications, and other contractor-provided documentation.
-Formulates and presents findings, briefings, project papers, status reports, and correspondence.
Qualifications

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience performing construction contract administration functions including contract adjustments and claims; negotiating contract modifications; conducting price analysis to evaluate impact on overall contract costs; preparing estimates and final payment estimates on contracts; reviewing payroll and purchase documents for compliance with contract; preparing design site layouts, statistical charts, graphs, diagrams, maps, cross section and centerline profiles.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
