Duties
This position works in the Division of Interpretation and Education in the National Park Service (NPS) Regional Office serving Interior Regions 3, 4, and 5.
The Volunteer and Youth Programs Coordinator provides motivation, guidance, training, and technical assistance for parks with their Volunteer and Youth Programs.
The position provides strong advocacy for the impact of the Volunteer and Youth Programs on the fulfillment of the NPS mission.
The position collaborates with regional Volunteer and Youth Program Coordinators and with Washington Office program managers and staff to accomplish the goals and objectives of the VIP and Youth Programs.
The position serves as the regional coordinator of the Volunteers-in-Parks (VIP) fund source.
It allocates VIP funds to the parks;
provides parks with guidance about effective use VIP funds;
monitors park obligation of VIP funds and reallocates VIP funds when parks return funds.
The position serves as the regional program coordinator for the Public Lands Corps, Youth Conservation Corps, and Youth Partnerships Program fund sources.
It provides parks with guidance on effective program management for project funds; monitors park obligations of project funds; and reallocates project funds when parks return funds.
The position promotes fund sources for the VIP and Youth Programs to parks.
It conducts webinar training courses for parks concerning their application for project fund sources in the Service wide Comprehensive Call (SCC).
provides coaching for individual parks with their preparation of project proposals in the SCC.
facilitates the administrative requirements of the SCC.
recommends regional priorities for project fund sources in the SCC.
The position provides training and guidance for parks in completing their annual reports for the VIP and Youth Programs. It prepares regional annual reports for the VIP and Youth Programs.
Physical Demands: Incumbent spends 85% of time in-doors and 15% outside. Duties require frequent trips to parks and neighboring communities for project coordination, meetings, and the assessment of park volunteer programs. Special volunteer and youth service projects and events require long periods of standing and walking on hard surfaces. The duty station's climate is moderately severe with extremes in temperature throughout the year. The climate of parks and communities visited varies in severity depending upon location.
Working Conditions: Work usually takes place in an office setting, but there is occasional exposure to outdoor park environments, Work involves frequent travel to Midwest Region parks, the Washington Office, and to v0Jw1teer and youth program management workshops with a wide variety of work environments.
The Midwest regional office is co-located along the Missouri River in Omaha, Nebraska (population over 1 million) with the Lewis and Clark National Historic Trail Headquarters and next to the Bob Kerrey Pedestrian Bridge. The 8-county metropolitan area is home to seven Fortune 500 companies; the CHI Health Center which attracts top name entertainers, expositions and the U.S. Olympic Swim Team Trials; the TD Ameritrade ballpark which hosts the College World Series; the Henry Doorly world famous zoo and aquarium and a host of events, activities, restaurants, theaters, parks, recreational areas, museums, and cultural amenities. Historically, as well as in 2022, the area boasts a lower than average cost of living and housing more affordable than many major cities.
Qualifications
All qualifications must be met by the closing date of this announcement-11/08/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service
performing the following: 1) coordinating and leading youth program initiatives for a resource conservation organization that connects young people to the outdoors; 2) managing and leading a volunteer program for a resource conservation organization and promoting effective volunteer engagement and management practices; 3) advising interdisciplinary staff, facilitating work groups, and supporting partnerships to achieve strategic goals for youth or volunteer programs; 4) managing project fund sources using a project-based documentation tool to justify, approve, and prioritize projects for a park, unit, or region - e.g. skill in using the Project Management Information System (PMIS); and 5) serving as a point of contact and providing technical assistance for youth or volunteer programs and recruitment, including communicating program information, best practices, processes, and policy to multiple levels of an organization.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
