The Nurse Manager (Resuscitation Education Initiative Program Director) also functions as an
intermediate-level clinical expert and serves as the supervisor/coordinator of Employee Incentive
Scholarship Program (EISP), as well as the Prevention and Management of Disruptive Behavior (PMDB)
RN Program Director. The individual must possess intermediate-level skills and knowledge of the
simulation and the prevention of disruptive behavior processes.
Duties
The Nurse Manager (Resuscitation Education Initiative Program Director) will assess, plan,
design, implement, coordinate, and evaluate educational offerings to clinically active staff.
The individual assists in the development and administration of simulation programs and
other educational technologies for innovative approaches in training and education for
interdisciplinary staff at all levels and locations. Acts as a resource regarding the scope of
simulation potential to meet education and training needs throughout the organization. Will
provide simulations using Just Culture and No Harm concepts promoting the facility's goal to
become a High Reliability Organization.
The Nurse Manager (Resuscitation Education Initiative Program Director) is expected to
exhibit leadership in professional nursing by serving on committees, providing mentorship to
professional nurses, students and residents and to contribute to his/her own self development.
The individual is expected to establish his/herself as an enthusiastic, highly supportive
colleague within the Simulation team. This position is composed of an education component,
unit specific competencies, and a performance component. Major duties include, but may not
be limited to:
a. Maintains operational aspects of the EISP, REdI/Simulation and PMDB programs.
b. The incumbent provides technical and administrative/clinical supervision to a unit of
the following: Two REdI/Simulation instructors, and one REdI/Simulation /EISP(back-up)
program instructor, two clinical PMDB instructors and two non-clinical PMDB
instructors.
c. Maintains professional relationships with colleagues in the Nursing Education
Department, Nursing Faculty, Lt. Col. Luke Weathers Jr. VA Medical Center's managers
and other personnel throughout the organization.
d. Works closely with colleagues within VISN 9 and nationally to develop, standardize
and administer Simulation programs throughout the organization and is responsible to
have a working knowledge of all active programs and the flexibility to travel to any Lt.
Col. Luke Weathers Jr. VA Medical Center site (including CBOCs) to deliver education,
training and orientation to personnel in all programs offered.
e. Identifies patient care issues through direct observation, Joint Patient Safety
Reporting, and/or other reporting mechanisms and develops education to address
specific gaps in patient care processes.
f. Acts as a champion for High Reliability Organizational (HRO) practices through vertical
and/or horizontal communication with key stakeholders to identify gaps in processes and
implement innovative change in the clinical practice areas.
g. Participates in the overall quality review of BLS/ACLS/Simulation REdI Programs
to measure effectiveness of program on direct patient care practices.
h. Reports to announced emergency situations which utilize BLS/ACLS strategies, when
possible. Observes patient care practices, provides feedback/debrief of practices, and
evaluates performance and competency to develop ongoing strategic plan for
emergency response in the VA Medical Center.
i. Reports to announced incidents requiring the "SOF Team" (Show of Force), when
possible. Acts as subject matter expert in de-escalation techniques and supports staff
in providing a safe plan of action for all involved parties when responding to a Veteran
in crisis.
j. The Nurse Manager (Resuscitation Education Initiative Program Director) is
responsible and accountable for the coordination and evaluation of integrated
programs that may cross service and/or discipline lines and facilitating focus on multidisciplinary
care processes to meet the needs of our Veterans.
Preferred Experience: Preferred Doctorate of Nursing Education or Practice and/or related field. Supervisory experience with employees, employee incentive scholarship programs. Experience with Basic Life Support/Advanced Life Support Programs

Qualifications
Basic Requirements:
English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)
NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

Physical Requirements: To perform in a fully successful manner, the individual must have the physical ability to perform job-related duties which require lifting, standing, bending, transferring, stooping, stretching, walking, pushing, or pulling without assistance from another patient care provider or significant other. Utilizes Safe Patient handling equipment. The incumbent will be exposed to fluoroscopy and must be able to wear lead protective equipment for extended periods of time. A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the Employee Health Clinic policy. There will be intermittent exposure to blood and body fluids.
