Incumbent performs the duties of Maintenance Project Specialist for Facilities Management Service (FMS). The primary purpose of the position is to plan, organize and coordinate the work of the Maintenance and Operations Department and ensure compliance with safety, construction, and other programs in support of maintenance and operations at the Chillicothe VA Medical Center and the Community Based Outpatient Clinics (CBOCs) as well as be the Medical Center's COR for leases.

Duties

Duties include, but are not limited to: Administers the automated asset management and maintenance database and work orders for buildings, utilities, and other facilities to identify work requirements, resources, and funding. Reviews preventive maintenance schedules and emergency work orders to identify work requirements, resources, and funding. Coordinates actions for approval of work, procurement of materials, and funding. Inspects and coordinates maintenance and repairs of buildings and grounds. Performs continuous inspections of the buildings and grounds and recommends repairs and maintenance necessitated by normal wear and/or malfunctions. Observes and records needed improvements, replacements, repairs, and overall contractual compliance to operating specifications. Evaluates, plans, and coordinates maintenance and repair projects with Engineering and contractors. Identifies and remediates hazardous conditions and procedures with electronic, mechanical and facility control systems and initiates appropriate corrective action. Reviews and studies regulations, technical manuals, directives, etc. for guidance relating to maintenance, repair, construction, or utility operations activities. Prepares and analyzes various reports pertaining to manhour accounting and performance efficiency. Ensures safe work practices are implemented at all times and follows up on and/or reports any issues. Supports all department safety, health, environmental, and quality programs and policies, and is accountable for the performance of these programs in the Maintenance and Operations Department. Work Schedule: Monday through Friday, 7:00 am to 3:30 pm Compressed Schedule: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintenance and operations of building, utilities or other facilities; inspection and repair of equipment and facilities; using databases to track maintenance, techniques, materials and equipment; dealing with vendors and contractors; construction and production. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or three full years of progressively high-level graduate education leading to such a degree; or LL.M. if related (education must be related to the duties of the position). OR, Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Combinations may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. . You will be rated on the following Competencies for this position: Without More than Normal Supervision Operating Systems Contracting/Procurement Project Management Building and Construction Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner. Assignments regularly involve long periods of standing, bending, stooping, climbing and limited crawling is required to inspect conditions, and works in progress. Some carrying of light items may be involved. Climbing of ladders and other structures is necessary.
