As a Transportation Operations Specialist, you will use a basic foundation of transportation knowledge to independently perform routine administrative and analytical work of the organization, consistent with the employee's education and/or expanding work experience. Location of Position: Saint Louis, Missouri We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

This position is located within the Federal Acquisition Service. As a Transportation Operations Specialist (Motor), you will perform the following major duties: Works with higher graded specialists in researching questions related to effective delivery and adequacy of GSA Fleet services. Addresses and resolves a limited range of routine customer problems. Provides input toward first level decisions. Assists in providing maintenance and repair services, including body and mechanical repair, glass replacement, towing and emergency roadside services. As part of a developmental assignment, participates as a team member to coordinate a vehicle rotation program for assigned vehicles by reviewing utilization patterns to achieve maximum efficiency and economy of fleet operations. On behalf of senior specialists, notifies contractors of substandard performance and communicates steps for corrective action as appropriate Maintains management information systems and prepares routine summary reports so that senior staff can identify weaknesses or opportunities for continuous operational improvement of the FMC. Performs extensive research and analyzes data which is utilized by senior FMC staff to identify vehicles available to meet customers' needs. With guidance, facilitates vehicle repair by inspecting vehicles, identifying/establishing repair sources, reviewing work-in-progress, and explaining repair authorization and payment protocols.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. Or Specialized Experience: This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. In addition to meeting the Individual Occupational Requirements: To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service and you must meet A, B, C, or D of the following: A.SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-05 level in the Federal service. Specialized experience is defined as experience assisting with routine assignments pertaining to an individual/established customer base fleet of government-owned or commercial motor vehicles. This experience must have included: inputting and/or maintaining data in an automated system on fleet vehicles, in an assigned area; answering fleet customers/clients limited range of routine inquiries; assisting with identifying assigned customers' vehicle requirements; researching and/or analyzing fleet operations reports to provide to senior staff. OR B. EDUCATION: Possess or will possess 1 full year of graduate level education that provided the knowledge, skills and abilities necessary to perform the work of a Transportation Operations Specialist (Motor). OR C. Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To claim SAA, submit documentation of one of the following: 1. Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (rounded to one decimal point) of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies. OR D. COMBINATION: A combination of experience and graduate level education as described in "A" and "B" above that, when combined, fulfills the requirements.
