This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the South Pacific Division National Emergency Specialist, with regional responsibility for the National Emergency Preparedness Program (NEPP), Catastrophic Disaster Response (CDRP) and Army Emergency Preparedness (AEMP) programs.
Duties
Provide planning, mobilization and response expertise, authoritative advice and recommendations for the Division Commander, staff, and District counterparts.
Coordinate and liaison with higher headquarters and other government agencies in accordance with national policies and objectives.
Interpret national security decision directives, executive orders, federal preparedness circulars and letters, DA and HQUSACE policies, directives, orders, and regulations, and prepares SPD policy, plans and implementing regulations.
Serve as team leader of the Regional Plans, Training, and Exercise Group.
Provide staff guidance to District counterparts in developing, maintaining and revising NEPP plans to reflect changing requirements.
Implement, monitors and manages training programs for the National Security Emergency Program.
Requirements

- This position requires Incumbent to remain accessible during duty and non-duty hours, via telephonic communications, in order to respond to emergency operations activities.
- This position requires Incumbent must possess or be able to obtain a state driver's license
- This position requires Incumbent may be required to perform temporary duty (TDY) approximately 20% of the time in connection with above duties.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes civil disaster response across intra- and interagency communities of practice with expertise in emergency management, planning, engineering, contracting, navigation and/or environmental considerations; producing All-Hazards preparedness, response and recovery plans and orders; and exercising and/or mobilizing emergency operations and response activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
