Duties
Serves as the 42 Wing technical quality expert for Transportation functions to ensure the Base Operating Support (BOS) contractor provides services IAW contract requirement. Provides oversight for: cargo and passenger transportation; bus and taxi services; vehicle operations and maintenance; vehicle fuel accountability system; and transportation legacy data systems.
lndependently establishes performance management plans and a systematic pattern of actions necessary to ensure that contracted operations for cargo and passenger transportation; bus and taxi services; vehicles operations and maintenance; vehicle fuel accountability system; and legacy data systems are performing satisfactorily in meeting wing mission and Performance Requirements Document goals.
lnterfaces with personnel within agency and occasionally high-ranking officials to discuss problematic issues, solicit feedback/expectations, and determine changing mission support requirements. Interacts directly with senior leaders, managers and customers to analyze and discuss contractor's ability to meet current and projected mission needs.
Responsible for analysis of contractor and government customer satisfaction surveys, mission impact and complaint systems ensuring accuracy, responsiveness, and problem resolution. Utilizes functional knowledges as well as knowledges associated with computer systems or programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series, 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to a transportation functional program. Knowledge of contract administration principles and practices to monitor contractor performance and to solve problems relating to contract modifications, progress and other payments, and similar problems. Knowledge of specific contractual requirements, terms, conditions, and pricing provisions necessary to evaluate costs, to analyze effects of contractor's change proposals. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in the area studied. Knowledge and experience with computer systems with ability to manipulate programs to produce wanted information for analysis. Correlates requirements for inspection and quality reviews with needed data and information products to assess the status of contractor performance.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of policies, principles, and practices to transportation programs; i.e., freight, personal property, vehicle operations, and/or the movement of passengers. The work requires considerable skill in applying transportation functional knowledges to plan for complex work assignments and/or to identify, analyze, and resolve transportation issues or problems.
Knowledge of procedures and precautions to be taken io the maintenance and operation of equipment, and in the storage and movement of supplies, to ensure required security, safety and environmental standards are met.
Knowledge of a wide variety of trades and crafts skills in any of the following fields; vehicle maintenance, vehicle operations, freight/cargo, fuels activities, Transportation operations and their associated policies, concepts, principles and practices in order to effectively evaluate contractor's performance and recommend changes in operational methods, equipment, and or procedures.
Ability to communicate effectively both orally and in writing.
Skill in applying analytical and evaluative techniques to the identification. consideration, and resolution issues or problems concerning efficiency and effectiveness of diverse, customer-oriented programs.
Ability to work with various computer programs such as EXCEL and ACCESS to perform the development of individual information retrieval products that will assist in performing quality review of the operations. Experience manipulating computer programs, files, etc.; and possesses the ability to translate data requirements to other IT specialists or program analyst.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
