This position is located in the Front Office, Headquarters, at the Cheyenne VA Healthcare System, Cheyenne, Wyoming with the primary responsibility to provide support to the Executive Leadership: Medical Center Director, Deputy Director, Associate Director, Chief of Staff, Nurse Executive and Associate Director of Quality & Safety. The incumbent provides operational support and expertise to the facility leadership, participating in executive leadership discussions, decisions and policymaking.
Duties
Duties include but not limited to:
Extensive knowledge of analytical and administrative principles, methods, practices and techniques, and skill in applying such knowledge in modifying standard approaches to difficult and complex issues.
Knowledge of practices and principles related to health care and business administration.
Ability to establish and maintain effective working relationships with a wide variety of individuals to effectively gain support for medical center, network, and Department of Veterans Affairs programs and initiatives.
Knowledge and ability to organize and plan multiple priorities in order of importance or criticality. Broad knowledge of the concepts and techniques of statistical theory, analytical processes, and deductive reasoning for trend identification and problem solving.
Ability to communicate in writing for a variety of purposes. Written projects produced by the incumbent includes issue briefs, white papers, policy memoranda, congressional responses, charge letters to task forces, position descriptions, Network suspense's on a wide variety of topics and personnel related documents.
The incumbent has general responsibility for providing advice, direction, and guidance in all areas of the healthcare system management including planning, organizing, implementing, coordinating, evaluating, controlling, and educating to improve medical, administrative, and support operations of the facility to enhance accomplishment of quality patient care and to ensure compliance with accrediting bodies and VA standards.
The incumbent meets daily with executive leadership and other management staff in formulating policy and developing plans of actions and directives to be fulfilled by special committees, task groups, individuals and services.
The incumbent is responsible for reviewing and disseminating information received from the Network.
The incumbent attends and facilitates various committee meetings on a regular basis and often are expected to ensure the views of the ELT are presented at these meetings.
Performs special studies and develops reports, proposals, business plans, position papers, and white papers, which represent the facility's position concerning a variety of management and technical issues.
Knowledge of VA programs / mission / vision of Cheyenne VA Healthcare System and the environment in which it operates.
Knowledge of the principles and practices related to the management of complex health care delivery systems and the ability to apply this knowledge to solve unique management problems. Knowledge of VA Standard Operating Procedure Manuals and local directives is essential.
Must have ability to establish and maintain effective relationships with and gain the cooperation of supervisors, managers, and co-workers on complex or controversial issues.
Must demonstrate skill in written and oral communication to prepare and present findings and recommendations, implementing specific actions regarding controversial issues, or new ideas and concepts. Incumbent must be able to present ideas, reports, and concepts in a clear, concise manner to inform individuals and groups.
Knowledge and skills to formulate and submit a budget plan each fiscal year, providing advice and assistance to the Chief as to funds available and how to maximize actual dollar allocations.
Extensive knowledge of analytical, methods, practices and techniques, and skill in applying such knowledge in modifying standard approaches to difficult and complex issues.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel is required.Work is performed in an office setting; however, there can often be days where substantial walking is required. This position will also support new leasing opportunities or other capital growth opportunities, which could include renovation and/or new construction, under which conditions the environment could require the need for site specific personal protective equipment

Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration
OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems.
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Qualifications:
To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist - Health Professions Education (HPE) Analyst. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with health care system administration and finance services to solve problems in support of policy compliance and program/operational functions; experience with extracting, analyzing, and organizing data from multiple sources, and assisting with fund disbursement procedures and processes. Education
To Qualify for the GS-11 with Education Substitution: Education: Successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.
To Qualify for the GS-11 with a Combination of Specialized Experience and Education: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).
