This position is a Program Support Specialist, GS- 0301-7/9 working for the U.S. Fish and Wildlife Service R6-Branch of Refuge Budget Development in one of the following locations:

Duties
As a Program Support Specialist your duties will include but are not limited to the following:
Serves as a timekeeper and personnel action lead for employees within the assigned area. Validates time and attendance records for employees.
Monitors office workflow and provides guidance on Service policies; ensures that all documents are accurate, that due dates are met, and that concerns are addressed by the appropriate manager.
Must remain abreast of and communicate to staff and Managers within area of responsibility of all changes/updates to Service personnel policies.
Manages, maintains, and controls accounts for accountable and non-accountable property.
Serves as the purchase card holder for assigned offices(s). Ensures appropriate documentation for purchases and statement reconciliation. Works with budget staff to redistribute costs to appropriate accounts.

In order to qualify for this position you must possess the Minimum Qualification at the grade level for which you would like to be considered.
Minimum Qualification [GS-7]
Experience: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-5 in the Federal service. Specialized Experience may include: assists in providing administrative guidance and completing assignments in procurement, property management, policy adherence, travel, training, time and attendance, fleet, and records management; assists in managing of space assignments and equipment for the check-in and exit clearance process for assigned employees; and assists in analyzing workload, workflow, and productivity data. OR
Education: Successful completion of one full year of graduate education in an accredited college or university in a field that is directly related to the position being filled. (A copy of your transcripts MUST be submitted to document educational accomplishments to receive consideration for this position.). OR
Superior Academic Achievement (SAA): To meet the requirements for the Superior Academic Achievement provision, you must have: graduated with an overall GPA of at least 3.0; OR, graduated with at least a 3.5 GPA in your major or during the last two years of college; OR, graduated in the top third of your class; OR, was a member of a national scholastic honor society recognized by the Association of College Honor Societies.) Minimum Qualification [GS-9]
Experience: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-5 in the Federal service. Specialized Experience may include: providing administrative guidance and completing assignments in procurement, property management, policy adherence, travel, training, time and attendance, fleet, and records management; manages space assignments and equipment for the check-in and exit clearance process for assigned employees; provides information to accurately execute the budget and assist with tracking for presentation and providing other financial reports; and utilizes analytical techniques to conduct review of current administrative operations, analyze workload, workflow, and productivity data. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration. OR
Education: Successful completion of a master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in a field directly related to the position being filled. NOTE: Transcripts required OR

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

iii. Time after competitive appointment as specified in 5 CFR 330.502.

Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
