The primary purpose of this position is to serve as the Installation Commander's executive agent. Command and control element leader for dissemination of Chairman Joint Chiefs of Staff (CJCS), Air Mobility Command (AMC), 18th AF, 618th Air Operations Center, and other National Command Authority message traffic, taskings and directions to senior installation leaders.

Duties
Systems program lead. Maintains proficiency in Command and Control (C2) systems such as but not limited to, Defense Switched Network (DSN), telephone console, secure telephone, Command Flight Following/Mission Monitoring System (e.g., Global Decision Support System), Emergency Mass Notification System (e.g., Giant Voice, telephone-alerting systems, network-alerting systems) and Digital Collaboration Tools, as applicable.
Security Manager. Develops, evaluates, and implements security program policy and/or direction in compliance with the Installation Information Protection Office (IP).
Flight Operations. Coordinates, directs, monitors, and reports mission movement during pre-, in-, and post-flight phases to ensure successful mission accomplishment.
Directs and Performs Command and Control (C2) Activities. Functions as the executive agent for the Installation Commander, Crisis Action Team and Air Mobility Command with respect to command and control during peacetime and emergency war operations as a certified Command and Control Operations Controller.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Miscellaneous Administration and Program Series, 301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of command-and-control training and certification requirements, and command and control systems used to submit operational reports, and skill in providing command and control training and functions pertaining to scheduling and flight operations. Knowledge of data management concepts, principles, and methods sufficient to evaluate effectiveness of systems, develop and design programs, and to conduct performance-testing activities to optimize processes. Knowledge of commonly applied security principles, concepts, regulations, procedures, and methodologies to perform a variety of assignments and situations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of command-and-control training and certification requirements, and command and control systems used to submit operational reports, and skill in providing command and control training and functions pertaining to scheduling and flight operations.
Knowledge of data management concepts, principles, and methods sufficient to evaluate effectiveness of systems, develop and design programs, and to conduct performance-testing activities to optimize processes. Skill in physical/administrative security requirements necessary to maintain a secret and Top-Secret SCI facility.
Ability to make instant decisions in advising wing commander, unit commanders, and unit administrators on courses of action in emergency situations.
Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues, problems or reporting processes, and evaluation of security programs to meet mission requirements and improve security program for the Command Post.
Skill in using a personal computer to communicate using electronic mail, using web browsers and in using a variety of computer office automation software such as spreadsheets, word processing, and graphics to produce training material, briefings, reports, and track data.
Ability to read and comprehend emergency action plans and orders as necessary to accomplish CP training objectives and mission requirements with available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
