PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Debt Management Contact Services Division - Unified Call Center. As a Debt Recovery Analyst, you will be assisting in the government-wide debt collection to reduce the amount of delinquent debt owed to the government through efficient processes and quality customer service.

Duties

As a Debt Recovery Analyst(Bilingual), you will: -Identify, analyze, and recommend solutions to problems in work processes. -Manage and assess caseloads requiring interpretation and application of policy and regulatory requirements to secure operational results. Case management includes, but is not limited to callbacks, third party, TDD and relay calls as required. -Review and analyze correspondence and documents to include, but not limited to tax documents, financial statements, hardship letters and asset review Fiscal Service Operational Record Management System (FORMS) and agency profiles using Cross-Servicing applications and other tools such as the Department of Justice (DOJ) guidelines and the ability to pay calculator.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Selective Factor: The incumbent must be able to speak, read, and write fluently in Spanish. The incumbent must also have the ability to translate, interpret, and communicate issues and programs in both English and Spanish. Specialized Experience: For the GS-09 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. One year of specialized experience refers to full time work; part time work is considered on a prorated basis. Specialized experience for this position includes: -Debt collection call center experience providing responses to inquiries by telephone and through written correspondence to delinquent debtors; AND -Researching and analyzing information from call tracking software and digital imaging systems; AND -Working with or analyzing various financial statements. OR A master's degree or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-09, you must have been at the GS-07 level for 52 weeks.
