Duties

The United States Attorney's Office, District of Eastern New York is looking for a highly qualified and experienced Supervisory Program Manager. Typical work assignments will include, but are not limited to: Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepare schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops performance standards. Oversees subordinate supervisory positions. Exercises significant responsibilities in dealing with officials of other units or organizations. Assures reasonable equity (among units, groups, teams, projects, etc.) of performance standards and rating techniques developed by subordinates. Makes decisions on work problems presented by subordinate supervisors. Evaluates subordinate supervisors and serving as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors. Makes or approves selections for subordinate nonsupervisory positions. Recommends selections for subordinate supervisory positions. Makes decisions on nonroutine, costly, or controversial training needs and training requests related to employees of the unit. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve work practices. Provides management and leadership for the LI Division by applying management techniques and methods for the accomplishment of the administrative and legal support programs' objectives. Oversight is of the combined technical and administrative work of all District HR operations, as well as the following functions at the Long Island Division Branch: information technology and litigation support, administrative support services, and two legal support teams for both civil and criminal actions. Manages projects and provides expert-level analysis and advice on a myriad of management, program, and operational issues related to the administration of the Division. Performs program analysis, program evaluation, performance measurement, and foundational fact-finding to advise on, ensure, and apply laws and regulations, official guidance and principles, and the latest managerial procedures and techniques to oversee the planning, development and implementation of the District's HR program and the administrative and legal support for the Division. Applies advanced communicative techniques to effectively and diplomatically interact with internal and external customers. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

Qualifications

GS-14: To be eligible for the GS-14 grade level you have to have at least one-year (52 Weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service performing (3) of the (4) duties below: Providing expert-level analysis and advice on a myriad of management, program, and operational issues related to the administration of an office or division; Applying human resource laws and regulations, guidance and principles, and procedures to oversee the planning, development and implementation of a human resources program; Analyzing and evaluating program performance of administrative and operational programs to make recommendations to senior management; Leading or directing a staff responsible for human resources; administrative; or legal support? Career Transition Assistance Plan (CTAP)-The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies.
