As the Principal Engineer you will assist branch management with technical and organizational challenges and represent the branch on technical panels, reviews, anomaly and failure review teams, and working groups. You will serve as the branch primary point of contact for range requirements, proposals, upgrades, or changes that may affect branch projects or systems. You will provide overall technical insight into the development and management of policies and procedures for the branch.
Duties
Assists branch management with technical and organizational challenges and serves as a subject matter expert on technical panels, reviews, anomaly and failure review teams, and working groups at the Center, Agency, or National levels.
Works in partnership with the Range, Division and/or Directorate Chief Engineers on technical, programmatic, and organizational challenges related to system level definition, planning, reviews, verification, and validation.
Performs pre-project planning duties, such as concept development, master integration planning, and programming design for projects, considering feasibility, costs, and economics.
Monitors progress of branch and range projects, updates the supervisor on status and problem areas, and serves as expert consultant and advisor to activities that affect or may affect the branch.
Applies quality control systems and quality assurance methods to determine risks and compliance standards for work and implements associated risk mitigation actions. Ensures work meets Agency quality requirements.
Serves as the branch primary point of contact for range requirements, proposals, upgrades, or changes that may affect branch projects or systems.
Provides overall technical insight into the development and management of policies, procedures, and operational schedules necessary for new systems and functions.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Researching and developing engineering solutions which lead to development, changes, upgrades, or enhancements to complex systems, and/or with the implementation and testing of complex systems and software;
Using solid engineering practices and principles in the development, testing and launch of aerospace, aeronautical, space science and/or earth science vehicles, spacecraft and/or instruments;
Conducting management briefings and applying effective communication skills to deliver all types of messages to management and team members.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
