About the Position: Serves as Financial Systems Analyst assigned to the Managerial Accounting Division, G8, with a variety of responsibilities that include but are not limited to the design, development, testing, deployment and maintenance of DFAS, DA and locally developed financial systems.
Duties
Perform a variety of responsibilities that includes design, development, testing, deployment, and maintenance of Defense Finance and Accounting Service (DFAS), Department of Army, and locally developed financial systems.
Participate in the development of accounting and resource systems fulfilling requirements for effective management of resources.
Furnish automated financial systems advice to staff elements concerning processing, recording, and reporting of resource requirements and utilization.
Summarize financial and/or budgetary information related to assigned areas of the organizational financial program.
Training and monitor training provided by Department of Defense for standard systems deployed to the installation and report on the adequacy of the training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires that the employee occasionally travel away from the normal duty station up to 5% of the time.
- This position requires Financial Management Level 2 Certification within the first two years of employment into this position.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

To qualify at the GS-09 grade level:
Specialized Experience: One year of specialized experience equivalent which includes (1) analyzing and providing technical input, (2) customer service, (3) personnel and budgetary information for financial management systems, such as Automated Time Attendance and Production System (ATAAPS) and Global Combat Support System-Army (GCSS-A). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Financial System Management, Business administration or equivalent field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11 grade level:
Specialized Experience: One year of specialized experience which includes (1) developing and conducting financial systems training, (2) interface development, (3) review for compliance with statutory and fiduciary rules and regulations, (4) designing internal controls, and (5) monitoring data integrity to include the maintenance of supporting documentation with audit readiness of applicable databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Financial System Management, Business administration, or equivalent field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
