The United States Attorney's Office for the Eastern District of New York's mission is to investigate, prosecute and deter violations of federal statutes, enforce and represent the interests of the United States in civil litigation, uphold civil, constitutional and victims' rights, and foster partnerships with other federal, state and local government agencies and community groups.

Duties

This Human Resources Specialist provides a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, labor relations, and human resources development If selected for this position, you will join a well-respected team that is responsible for providing Human Resources Specialist support in the U.S. Attorney's Office, Eastern District of New York, located in Brooklyn, New York, focusing in the areas of day-to-day case processing, advice and assistance to management and staff, and special projects and studies. Typical work assignments will include: Provides management with a wide range of flexible and innovative strategies in administering staffing and placement activities for the district. Provides a full range of classification and position management services for the district. Provides advice and assistance on the processes and procedures of performance management systems, the incentive awards and beneficial suggestion programs, and/or other productivity measurement and improvement programs. Provides assistance to employees, managers and beneficiaries in the administration of Federal employee retirement, group life insurance, health benefits, and Thrift Savings Plan programs. Plans, develops, and administers programs to train and develop district employees. Provides advice on basic pay, premium pay and leave administration laws and regulations. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify at the GS-11 level, you must possess: Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service performing (obtained in either the public or private sectors) (3) of the (4) duties listed below: Advising on recruitment and placement solutions and/or strategies for the organization; Researching, interpreting and/or applying position classification or position management policies or practices to provide advisory services or recommendation related to position classification; Advising management on appropriate disciplinary or corrective techniques, respond to conduct or performance problems, and/or facilitate the resolution of disputed issues within the workplace; Providing advise and/or resolving issues related to employee compensation, benefits, and/or human resources development. OR ta Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related; or a combination of the required experience and education for this grade level. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09is required to meet the time-in-grade requirements for the GS-11 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).
