This position is with the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Services (NRCS), located in Temple, Texas. The incumbent serves as a Construction Control Inspector in the state's Watershed Project Office. The incumbent will perform a wide variety of onsite inspection services on construction projects and will perform inspection duties throughout Texas.

Duties

Serve as a member of the watershed construction project office and assist with inspection and installation of planned watershed projects. Serve in areas requiring long periods of service outside the normal commuting range of the project office headquarters. Approve changes in construction methods that do not alter the basic design, do not change the scope of the contracts, and do involve added costs. Maintain extensive contacts with Natural Resources Conservation Services personnel, designers, contracting officer, and others to resolve issues. Provide training to lower grade Inspectors with the inspection of large, more complex projects. Resolve critical problems and differences with contractors, and promote cooperation, resolution of work scheduling problems and interpretation of contract plans and specifications. Conduct inspections for compliance with plans and specs on complex high, significant, or low hazard potential floodwater retarding structures, complex Engineering Job Class V through Class VIII structures, and similar works of unusual complexity. Explain work methods and acceptability of workmanship and explain changes to contract plans and specifications. Interview contractor personnel to assure that labor and safety standards are maintained.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-07 Specialized Experience: To qualify for the GS-7 level, you must possess at least one year of specialized experience equivalent to the GS-6 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing inspection services involved in the installation of earth filled structures. Specialized experience must include: Assisting with projects involving stream channel improvements, floodwater diversions, as well as other works of improvement and assisting contractors to ensure compliance with contract plans and specifications. OR Substitution of education in lieu of specialized experience: For the GS-7 level: 1 full year of progressively higher-level graduate education in a discipline such as engineering, construction, or industrial technology; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. GS-08 Specialized Experience: To qualify for the GS-8 level, you must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing on-site inspection services on construction projects of moderate complexity and conventional design. Specialized experience must include: Inspecting structures that have few complicating features such as complex foundation problem or unique design components and interviewing contractor personnel to assure that labor and safety standards are maintained. OR Substitution of education in lieu of specialized experience: For the GS-8 level: 2 full years of progressively higher-level graduate educationin a discipline such as engineering, construction, or industrial technology; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
