Duties

WHAT IS THE TS-CAS-CUSTOMER ACCOUNT SERVICES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Submission Processing Headquarters, Program Management & Process Assurance, Coordination Support section. The following are the duties of this position at the full working level. Conducts evaluative analysis of various aspects of assigned program area, including policies, program objectives, operations, procedures and resource use. Develops, or recommends modifications to procedures, systems, project objectives, operations, and resource utilization in order to correct/improve existing deficiencies within assigned programs. Influences the formulation of policies, development of program plans, issuance of directives and instructions to improve the effectiveness of the organization within the assigned program area. Implements, and coordinates reporting and information-gathering procedures and evaluates operations within the assigned program area. Provides management with evaluative reports assessing the effectiveness and efficiency of the operations and management at multiple locations. Conducts reviews of assigned program area to assess compliance with existing guidelines. Identifies trends and/or procedural problem areas, evaluates findings, determines impact of changes in regulations and practices, and offers recommendations for correction and/or appropriate course of action. Provides advisory services, assistance, and guidance for assigned program area. Participates in meetings, on task groups, and contributes in decisions-making procedures and policy. Serves as contact person for a wide variety of management and administrative matters of special interest to higher level management. Coordinates matters relating to highly sensitive management decisions, which impact multiple IRS locations. Assists in the development of briefing and/or instructional materials, compiles and presents oral or written reports to all levels of management, and writes staff papers for the Staff Chief or the executives. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering. Experience with project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. In addition, budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions. ***** SPECIALIZED EXPERIENCE GS-13: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Demonstrated accomplishment of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative. Management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, and other similar factors affecting operations. Your experience must include budgeting methods and techniques to prepare analyses and estimates; oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
