This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a permanent position as an Engineering Equipment Operator with the Directorate of Public Works at WSMR,NM
Duties
You will perform roadway, grounds, and surfaced areas maintenance duties using a variety of engineering equipment.
Operate crawler or pneumatic tired tractors with hydraulic or cable controlled power unit and blade attachments to make cuts and fills, for road building, clearing of growth, to pile earth for bank building, spreading.
Operate equipment to push, pull, pile, excavate, backfill, grade, or level earth. Maneuver farm-type or warehouse type tractors.
Use equipment to perform such functions as cutting, moving, digging, grading, and rolling earth, sand, stone, and other materials, and to maintain ditches, road shoulders and beds, and fire lines
Operate pneumatic-tired gasoline or diesel powered motor graders to perform excavating, backfilling and leveling of earth to rough grading requirements.
Operates engineering equipment to perform rough work such as simple earth moving, e.g., push, pull, pile, or load materials.

- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position requires incumbent to obtain and maintain a valid State Commercial Driver’s License (CDL) in one of the 50 US states or possessions with appropriate endorsements.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator ~ without more than normal supervision. I have the ability to perform common duties which include safely operating heavy engineering equipment such as graders, dozers, dump trucks, tractor-trailer combinations, compaction road rollers, excavators, a variety of smaller motor vehicles, etc. to perform rough work such as simple earth moving, e.g., push, pull, pile, or load materials. Clear brush, tree stumps, and rocks over flat or rolling terrain where precision is somewhat inconsequential. Operate and maneuver heavy engineering equipment in confined locations, around people, on rough roads and in all types of weather conditions. Install and operate a variety of attachments to grade surfaces and adjusted the attachments for various surfaces. I have utilized safe loading and tie down procedures when hauling cargo. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving bands, arms, feet and legs to handle different sets of controls to operate the equipment and attachments. Considerable straining is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operator is frequently required to work in awkward or strained positions.
WORKING CONDITIONS: Work is performed in all types of weather, often in open driver-s seats or platform on hills, slopes and grades. Exposure to injury exists due to the possibility of equipment overturning. Subject to noise, vibration, dust, dirt, heat, and fumes from the motor or exhaust.
