About the Position: This position is located in the Defense Health Agency (DHA) Operations Center (DDOC), J33 Operations Division, J-3 Operations Directorate DHHQ, in Falls Church, Virginia.

Salary negotiation may be available for those candidates who are new to Federal service.
Duties
Develop, review, and analyze Global Force Management (GFM) related guidance, policy, and doctrine.
Supervise the initiation of and responses to written staff actions, coordinated across the Joint Staff, Services, and CCMDs.
Identify and assess operational risk as well as develops mitigation recommendations to address current force supply and capability demands and potential future force requirements.
Plan apportioned forces identified during formal Joint Planning and Execution Community (JPEC) as available for planning in support of contingency plans and identifies the military risk to plan execution.
Develop and maintain DHA GFM guidance, includes assigned, allocated, and apportionment data, and sourcing data that is critical to enabling DHA force management activities.
Advise, counsel and instruct subordinates on technical and administrative matters, advises on selections for positions, resolves group grievances or employee complaints, reviews and recommends disciplinary actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.

Specialized Experience: One year of specialized experience which includes conducting operational risk assessments, determining allocation of resources for force requirements, advising subordinates on force requirements/capabilities, and assisting in the global strategic planning efforts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
