This Supervisory Logistics Management Specialist position will serve as the Director of NIH Logistics, Division of Logistics Services (DLS), Office of Logistics and Acquisition Operations (OLAO), Office of Acquisition and Logistics Management (OALM), Office of Management (OM), Office of the Director (OD), NIH.

Duties

The position serves as the principal senior management advisor, leading and managing comprehensive agency wide administrative programs for property accountability ($2B), agency fleet ($20M), laboratory and clinical supplies ($20M), agency and department personal protective equipment contract programs (up to $99M), and enterprise supply chain management ($20M) for congressionally mandated and priority sourced logistics programs. Leads implementation of technology platforms and applications for facilitating inventory, ordering, loans automation, and strategic programmatic metrics. The incumbent also provides executive leadership and managerial oversight for all strategic human capital management, capital infrastructure and space planning, operational oversight, budget and financial management, information technology, policy, budget, contracting and support services, trans-governmental initiatives and the management and of NIH supply chain full lifecycle from acquisition to reutilization, and environmentally safe disposal. Actively promotes and leverages cross-agency and department partnerships through strategic communications, data sharing, and building coalitions, resulting in better for government outputs. The ideal candidate will have a BA, BS or advanced certification and demonstrative experience in Supply Chain Management, Business, Logistics, Acquisitions or related field. An MBA, JD, or Masters in Public Administration or related field preferred.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: One (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Leading a logistical support program that includes transportation management, motor vehicle fleet operations, agency warehousing and supply center, and asset management services such as personal property use and contract property administration and a supply chain management operation; planning, managing and implementing a variety of logistics service functions for an organization; providing strategic supply chain risk management and business advice to senior level officials on a wide range of logistics policy or program matters involving significant or controversial issues; developing and implementing administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives.
