The incumbent serves as an instructor and subject matter expert responsible for instructing and providing guidance to Joint/Defense Inspectors General throughout the DoD. The incumbent interfaces with Joint/Defense IGs worldwide while interpreting and advising on doctrine and procedures; managing the Joint IG qualification courses, conducting mobile training teams and staff assistance visits; and overseeing and maintaining policy and doctrine impacting Joint/Defense IGs.

Duties

Serves as a primary instructor for the four IG functional areas (i.e. inspections, investigations, complaint resolution, and train and educate), and serve as secondary trainer in the other functional areas. Develops, coordinates, and conducts uniform training and sets qualification standards regarding Joint/Defense IG duties, responsibilities, and functions. Analyzes, designs, develops, conducts, implements, and evaluates all training materials required to support the DoD Joint IG Program initiatives. Research and resolve conflicting or inconsistent IG policy involving Joint/Defense IG duties, responsibilities, and functions. Assists the Joint/Defense IGs by coordinating and clarifying DoD policy involving Joint/Defense IG duties, responsibilities, and functions. Assists and coordinates with the Joint Staff IG and the Military Departments on Joint/Defense IG issues of concern to the CCMDs, Defense Agencies, and the Military Departments.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, applicants must have served 52 weeks as a GS-12 in the federal service or equivalent or higher grade. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service. Specialized experience includes: demonstrated expertise in work performed as an Inspector General (IG) in the functional processes of inspections, assistance, or administrative investigations AND experience teaching or instructing adult learners, demonstrated knowledge of instructional design, and delivery methodology and techniques. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
