This position is located with the Bureau of Indian Affairs, Northwest Region, Warm Springs Agency, Office of the Superintendent in Warm Springs, Oregon.

Duties
Incumbent is responsible for the day-to-day activities and provides the overall direction and supervision under the administrative functions consisting of financial programs; fiscal; personnel; property and supply; common services; management analysis; and improvement at the Agency.
Coordinates the budget preparation and consolidates, summarizes, and oversees the preparation of justification for the overall financial plan for approval by the Superintendent.
Provides administrative direction to the personnel management program in accordance with established standards and policies.
Incumbent counsels employees regarding benefits, represents management in Labor Relations, and conducts training sessions on administrative matters.
Provides oversight on all Public Law 93-638 contract programs.
Conducts studies and makes recommendations concerning utilization of office space and equipment and organizational structure for maximum benefits, which includes communications utilities, and duplication of services.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0341.
GS-9: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). Specialized experience must include administrative manager work primarily concerned with providing, securing or negotiating for the resources or services needed to manage and run an organization; work involving management of both financial and human resources; and work involving management analysis, procurement, contract administration, property management, space management, security administration, reports management, data processing, and similar or closely related activities.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-09 in the Federal Service (obtained in either the public or private sector). Specialized experience must include serving as technical advisor to management on budget administration, human resources guidance, acquisition planning, property and supply management, records management, and general oversight and control of the administrative support activities. Providing administrative manager work primarily concerned with providing, securing or negotiating for the resources or services needed to manage and run an organization; work involving management of both financial and human resources; and work involving management analysis, procurement, contract administration, property management, space management, security administration, reports management, data processing, and similar or closely related activities.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
