About the Position: As Deputy Contracting Chief, exercises full and concurrent authority with the Chief, in performing the overall procurement mission of the Division to include planning, supervision, management, review of policies, programs and functions of the Division.

Duties

Serve as a contracting officer with unlimited monetary authority to contract for supplies, services, utilities, and agreements on behalf of the United States. Review contracts and other procurement regulations and policies, assuring inclusion of pertinent clauses and conditions, and acting as an official agent of the government, makes final determinations and signs obligating contractual documents. Perform personnel and position management functions such as evaluating performance, interviewing candidates, and making selections for vacancies, determining training needs, and biennial position reviews. Give advice and make recommendations on all aspects of pre-award and post-reward functions or elements for all military and civil works procurement actions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • PERFORM TEMPORARY DUTY: This position has a Temporary Duty (TDY) or business travel requirement of 25% or less of the time.
  • SECRET CLEARANCE: This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • FINANCIAL DISCLOSURE: This position requires submission of financial disclosure upon entrance into position and annually thereafter in accordance with DoD Directive 5500-7-R.
  • SUPERVISORY PROBATION: A one year probation to assess your ability to perform supervisory duties is required unless previously completed
  • CRITICAL ACQUISITION POSITION (CAP)/ ACQUISITION CORPS MEMBERSHIP: Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • DEFENSE ACQUISITION WORKFORCE ACT LEVEL 3 CONTRACTING CERTIFICATION: Incumbent must be certified as Level 3 in the Contracting career field within 24 months of entrance on duty.
  • PROBATIONARY PERIOD - Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementHuman Capital ManagementProcurement AnalysisTechnical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

Basic Requirements for GS-14

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

In addition to meeting the basic requirement, to qualify for this position you must also meet the qualification requirements.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
