The primary purpose of this position is to serve as a program analysis coordinator and/or project chairperson for a broad range of program analysis assignments involving varying functions and management levels.
Duties
Serves as wing-level point of contact and manager for various administration programs and projects.
Gathers data, performs analysis, and prepares written staff studies and oral presentations which apprise the degree to which program objectives are being achieved.
Presents staff studies, special project reports, and program indicators to management and/or staff in the most suitable form, in proper perspective, and in sufficient depth for staff decisions and actions.
Chairs or attends regularly scheduled meetings for training to assign functional program areas.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-05, or equivalent in other pay system. Specialized experience is defined as basic knowledge of accepted qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs in the areas of information management, human resources requirements, and performance management; Plans and conducts comprehensive analytical studies of assigned organizations. Advises or proposes reorganizations and/or realignment of functions and staffing levels.

EDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR bachelor's degree with Superior Academic Achievement.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%.
SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-07, or equivalent in other pay system. Specialized experience is defined as the knowledge of accepted program management principles, organizational theory, and practices along with knowledge of standardized administrative practices and procedures to accomplish conventional knowledge management, information management, and communications assignments; Applies Airforce Manpower Standards and keeps management informed of workforce authorization/training/budget issues. Regularly works with commanders and managers to identify the performance measures needed for an effective management program.

EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.B. or J.D., if related.

SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-09, or equivalent in other pay system. Specialized experience includes the knowledge of program management principles, organizational theory and practices, along with knowledge of standardized administrative practices and procedures to accomplish assigned duties and to identify, analyze, and recommend solutions to problems related to knowledge management, information management, and communications; staffing, coordinating, and overseeing scheduling product reviews, publication, and posting; skill to gather and analyze a variety of management and program information, make sound judgments concerning program progress, and effectively communicate recommendations; ability to plan, organize, and execute technical projects and associated tasks.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.M., if related.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Oklahoma City Air Logistics Center concepts, procedures, guidance, and policies.
Knowledge of the relationship of various production entities involved in overall program planning.
Ability to plan, organize, and manage projects with limited management assistance and prioritize workload for efficiency and effectiveness.
Ability to communicate effectively both orally and in writing; negotiate complex issues and maintain good working relationships.
Skill in conducting meetings with employees, supervisors, and management officials within OC-ALC to present and obtain information and guidance concerning a wide range of projects and programs.
Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
