THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an IT SPECIALIST (CUSTSPT)-Title 5, Position Description Number T57018P1 and is part of the WI USPFO, Wisconsin National Guard.

Duties

Serves as the recognized technical advisor to the installations across the component/command in CPI. Works with senior leadership in planning, organizing, and overseeing the projects of command activities in concert with direction from The Adjutant General (TAG) staff. Provides technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project. Advises management and colleagues on difficult problems, conducts special studies, and proposes options and alternatives representing the command, or equivalent organization. On a continuous basis identifies and evaluates training requirements. . GENERAL EXPERIENCE: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: You must have 1-year specialized experience equivalent to at least the next lower grade. Candidate must have strong organizational skills and excellent written and oral communication skills. Experience providing support and guidance on installing, and operating computers, peripheral equipment, and associated software. Experience supporting users on equipment and software and be able to problem solve compliance issues. Candidate must have experience investigating and resolving problems arising in the user operation of equipment/systems to extent possible before referring more difficult problems to the appropriate levels. Candidate must have experience identifying any significant trends in software implementation issues and any potential problems that may have a detrimental effect. Candidate must be able to work independently on projects and seek out any necessary guidance.

Education

Substitution of Education for Specialized Experience - For the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
