About the Position: Develops the public engagement program for hazardous and radioactive waste sites being addressed through the Formerly Utilized Sites Remedial Action Program and assists in conducting the Commander's public affairs program. This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. Duties

Advises program/and project managers on issues relating to potential public reaction to proposed policies and highly controversial issues, recommending policy or procedural changes to the applicable public involvement program. Develops and implements, in coordination with the public affairs officer, communication strategies, public involvement plans, programs and other materials to enhance understanding among the various publics involved. Evaluates effectiveness of information programs and strategies used to inform the general public. Establishes and maintains effective working relationships with local, regional, national, and international news media through which information can be disseminated to the public through public affairs on all facets of FUSRAP missions. Makes or arranges for project officials to make public presentations during public meetings and assists in the development and writing of those presentations. Represents the District at meetings to ensure the District's policy is understood. Coordinates news releases and program issues with the District public affairs office and FUSRAP advocates and project managers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a valid State motor vehicle operator's license that must be maintained for the duration of employment.
  • TDY expected at 25% annually.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications GS-12: Specialized Experience: One year of specialized experience which includes writing informational materials such as news releases, fact sheets, brochures, and speeches; preparing and conducting audio-visual presentations; developing and/or maintaining effective communications with print and broadcast media representatives; analyzing and/or evaluating impact and effectiveness of program communication plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Communications and MediaReading ComprehensionStrategic ThinkingWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
