About the Position: Serves as an Environmental Professional (Physical Scientist) for the Environmental Management Office (EMO), U.S. Army Garrison, Fort Detrick, Maryland.

Duties

Responsibility for installation-wide compliance with the Clean Water Act (CWA), the Safe Drinking Water Act (SDWA), and the Oil Pollution Control Act (OPCA), as implemented through Federal and State regulations. Coordinates closely with Mission Partners and Garrison staff, ensuring that concepts and designs supporting the development of the National Interagency Biodefense Campus are strategic in nature and comprehensive in scope. Manages one or more labor contracts for contract (non-GS) EMO employees. Monitors status of pollution emission and discharges to ensure compliance with CWA, SDWA, CAA, OPCA, CERCLA, RCRA, etc. Gathers data from field samples, and from contracted studies Ensures that environmental considerations and details are included in designs prepared by DPW at the inception of the project, and throughout the design process.

Additional information about transcripts is in this document. 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes Experience with providing Army-wide technical advice to DoD, HQDA, Army Commands/DRU's, Garrison Commanders, and installation staffs on complex environmental compliance, conservation, restoration and pollution prevention matters in support of Army readiness; experience developing and executing innovative strategies to resolve issues; identifying program/project requirements and executing required activities to effectively address Army environmental liabilities and communicating and negotiating with senior level Army Environmental Program stake holders, Federal and State regulators, and interaction with the public. . OR Successfully completed a Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) AND OR Specialized experience as described but less than one year; and have at least two years of progressively higher-level graduate education as described but have not obtained a Ph.D. or equivalent doctoral degree. Have computed the percentage of the requirements that meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
