Duties

WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office, IRS University, IRSU Operations, Learner Event Support. This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs. The following are the duties of this position at the full working level. WHAT DOES A SUPPLY TECHNICIAN/EDUCATION TECHNICIAN DO? As an Education Technician, you will be responsible for maintaining and conducting onsite inventories of training course materials, equipment, and supplies; performing property management control; ensuring availability of course materials, equipment, and supplies; determining if property is excess or obsolete; and maintaining a reporting/accounting system for non-expendable property. As an Education Technician you will: Maintain inventory of all training course materials, equipment, and supplies at or within prescribed levels. Establish or adjust stock levels and reorder points using standard formulas, prescribed procedures, or customer requests. Conduct physical inventories as required or needed. Maintain an accurate accounting and reporting system for non-expendable property. Perform standardized property management control procedures; prepares and issues reports to appropriate officials. Receive and screen lists or other documents specifying supplies or materials needed for planned training programs. Prepare and submit necessary order forms and requisitions to ensure that sufficient training courses, materials, equipment, and supplies are available for scheduled or anticipated classes. Determine if property has become obsolete or excess to the needs of program specialists or customers. Locate surplus property, determine age and condition; offer recommendations to management for utilization/disposition of equipment. Transfer property, such as equipment, course material, supplies, furniture, etc., via a government van or other vehicle to off-site locations for classes. Set up classrooms for training courses/seminars. This may involve moving furniture to achieve instructors' desired classroom configuration. Ensure desired audio-visual equipment is available and functioning. Distribute course material and classroom supplies to individual student desks. Serve as a resource to instructors on the set up and operation of equipment including television monitors, video recorders, overhead projectors, audio players, projector screens, flip charts, photocopiers, etc. May perform special projects/ad hoc assignments as needed or required. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE Grade 05: To be eligible for this position at this grade level, you must meet the requirements below. One year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-04) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Specialized experience is experience that is in or related to this position and provided you with the particular knowledge, skills and abilities to perform successfully the duties of this position. Such experience should include performing routine assignments related to supply management functions such as: Assist in maintaining adequate stock levels. Review requests for services. Operate computer terminals/laptops. Contact others (e.g., customers, supply organizations, etc) to obtain material status information, to follow-up on urgently required items, and/or expedite delivery of material. OR A Bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university. OR An equivalent amount of combined education and experience. Only education in excess of 60 semester hours, 90 quarter hours or 1440 classroom hours is creditable toward meeting the specialized experience requirement for the GS-5 level. For example, one full year of academic study (30 semester hours, 45 quarter hours, or 720 formal classroom hours) beyond the second year is equal to 6 months of specialized experience. To be creditable, education must have been obtained in an accredited business, secretarial or technical school, college, or university. SPECIALIZED EXPERIENCE Grade 6: To be eligible for this position at this grade level, you must meet the requirements below. To be minimally qualified at the GS-06 grade level, you must meet have one year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-05) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Such experience should include experience such as: Assist others in overseeing stock maintenance at or within prescribed levels. Establish or adjust stock levels and reorder points using standard formulas and prescribed procedures. Initiate, prepare, edit, and process forms and requests. Operate computer terminals/laptops and other automated equipment to support office work. Maintain an inventory database. Contact customers, supply organizations, transportation units to obtain material status information. Review forms and requests to identify requirements. SPECIALIZED EXPERIENCE Grade 7: To be eligible for this position at this grade level, you must meet the requirements below. To be minimally qualified at the GS -07 grade level, you must meet have one year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-06) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Such experience should include experience such as: Maintain office budget records, reports and spreadsheets. Oversee and maintain prescribed supply levels. Conduct physical inventories and adjust/maintain supply inventory and property account records. Review forms and requests to identify requirements and to process and implement control procedures. Maintain an accurate accounting and reporting system for equipment and supplies. Initiate, prepare, edit, and process forms and requests. Operate computer terminals/laptops and other automated equipment to support office and classroom work. Maintain an inventory database. Contact customers, supply organizations, transportation units to obtain material status information. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
