The primary purpose of this position is to develop, establish, manage, and administer prevention and training efforts for the Department of the Air Force (DAF) Family Advocacy Program (FAP).
Duties
Implement policy and preventative measures on Problematic Sexual Behavior in Children and Youth (PSBCY).Implement and manage DAF FAP PSB-CY component, providing professional staff development and consistent response strategies on intervention options for those impacted.
Administer and create prevention trainings on domestic abuse and child maltreatment topics to cultivate staff professional knowledge base. Develop and establish training initiatives on PSB-CY, utilizing evidence informed and/or evidence-based curricula, materials, resources, and supports.
Assess and review current research requirements and standards.Develop and interpret program policy to support and improve program research including professional or technical application of prevention initiatives and interventions.
Serve as a representative and subject matter expert for DAF FAP on prevention. Represent DAF FAP during Military Community Advocacy (MCA) and/or Multi-disciplinary Team (MDT) meetings.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Experience in sexual assault or domestic violence prevention and response is highly desirable.
- A Master’s degree or higher in a behavioral, social science, or related discipline appropriate to this position is preferred.
- This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.

- Must obtain, maintain, and renew credentialing as required by a credentialing board identified by the DoD and specified in policy.

- This position has "regular contact with children" which requires a State Criminal History Repository (SCHR) check to be completed on any person selected for the position. Candidate must be able and willing to submit to a SCHR check.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, GS-0101.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Successfully completed a bachelor's degree (or higher degree) in behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include:
1) Applying a comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of violence and promotion of help-seeking and resilience.
2) Using knowledge of a wide range of delivery systems relating to violence prevention and the multiple uses of such systems.
3) Providing knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face, or equivalent knowledge.
4) Applying knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions to inform prevention efforts; and the ability to formulate and conduct assessments and evaluations to implement and monitor primary prevention plans.
5) Identifying individual and community risk and protective factors to determine needed primary prevention activities to meet the needs of the base populace.
6) Providing professional advisory services, developing, and utilizing appropriate data collection techniques and designing, building, and using models and simulation techniques for prevention.
7) Working well with others in a team approach and communicate effectively, orally and in writing.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of laws, regulations, executive orders, issues, etc. relating to victim advocacy, sexual assault, domestic abuse, child maltreatment, and Problematic Sexual Behavior in Children and Youth PSB-CY; and other acts of interpersonal violence.
Comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of and response to sexual assault and other acts of interpersonal violence. Thorough knowledge of a wide range of delivery systems relating to prevention and the multiple uses of such systems.
Knowledge of qualitative and quantitative methods for appropriate analysis and measurement of program effectiveness and productivity to reduce recidivism of maltreatment occurrences and PSB-CY incidents. Knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face; or equivalent knowledge.
Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend and/or implement solutions for improvements.
Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high level officials on complicated, sensitive, and sometimes controversial issues.
Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support assistance. Able to provide and maintain professional communications and demeanor.
Ability to gather, interpret and draw conclusions; devising recommended solutions, for briefings, reports, and/or trainings. Ability to work well with others in a team approach and communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty.
