Employee will serve as an Interior Designer for the Veterans Healthcare System in Orlando, FL. which may also include interior design services for Outpatient Clinics and leased spaces in Orlando. The primary purpose of this position will provide technical, administrative, and professional interior design services.
Duties

Duties will include, but may not be limited to the following:
Plans, implements, manages, administers operates and supports interior design services and programs related to the operation and safety of the medical center.
Provides advice and space planning, which includes surveying buildings, facilities, and environmental conditions. Coordinates issues involving spaces, layouts, costs, physical, functional, psychological, safety, and related factors.
Selects color schemes, architectural finish materials and furnishings (i.e., wall and floor coverings; draperies/window coverings; light fixtures; signage furniture; and accessories).
Prepares and maintains the interior design budget. Develops cost estimates and budget submissions.
Serves as the credit card approving official and purchase card holder. Reconciles purchase card charges and maintains purchasing and budget documentation.
Uses Computer Aided Design (CAD) and drafting/architectural software to maintain accurate records of projects in all stages, from planning and design through completion.
Conducts investigations and feasibility studies for large scale, complex space allocations requirements for both unoccupied space and reconfigurations of existing spaces. Holds conferences and interviews with clients, management, and office personnel to define scope of work, analyze work functions/requirements.
Performs other related duties as necessary.

Qualifications
SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration.
The SPF for this position is: Experience working in a hospital/healthcare environment performing interior design projects utilizing Computer Aided Design (CAD) software.
SPECIALIZED EXPERIENCE: Requires one year of specialized experience, equivalent to the next lower grade level (GS-9) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Interior Designer position to be filled. Specialized experience includes the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as:
Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed aPh.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Education must include a major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination (NCIDQ Documentation Required).

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combination ofsuccessfully completed Graduate level education (beyond the second year) and specialized experience may be used to meet total experience qualification requirements.

PHYSICAL REQUIREMENTS: Work is normally performed while seated at a drawing board or computer keyboard. Frequent walking is required during field surveys and installation of project work.
