You will serve as an IT PROJECT MANAGER (PLCYPLN) in the INFORMATION SYSTEMS AND TECHNOLOGY DIRECTORATE of NAVAL SYSTEMS MANAGEMENT ACTIVITY.

Duties

You will serve as an IT Project Manager for the directorate managing, controlling, tracking and reporting on all systems software and hardware development/integration projects from receipt of requirement through product lifecycle. You will establish project requirements; and you will identify resources required to complete the project. You will work with stakeholders to define project scope, identify systems requirements and develop appropriate projects to address requirements based on analysis of business needs and practices. You will serve as a Contracting Officer’s Representative assessing the need for contracted resources for project execution, providing Statements of Work and monitoring contractor performance and work outputs. You will perform other duties as assigned.

  • This is a Cyberspace Workforce position, work role code IT Project Manager, proficiency level Intermediate. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of systems software and systems development life cycles; 2) Completing work by applying knowledge of the acquisition process, including proposal review, contract specifications and the development of Statements of Work; and 3) Planning, organizing and leading multiple projects associated with the implantation of elements of the Information Management Infrastructure. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
