This National Guard position is for a T32 MOBILIZATION READINESS OFFICER (MI-JFHQ-G3), Position Description Number D2221000 and is part of the MI JFHQ Army, Michigan Army National Guard.
Duties
***THIS IS A TITLE 32 ARMY NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***
This position is located in the State Joint Forces Headquarters (JFHQ), Deputy Chief of Staff for Operations (DCSOPS) G3/5/7 Directorate, Mobilization Readiness Branch. This is an Army National Guard (ARNG) dual status technician position that requires military membership, compatible military skill assignment and classification. The purpose of this position is to serve as the primary staff officer for the formulation and execution of plans and procedures for unit readiness, mobilization, force structure and force modernization. Units are increasingly being mobilized to support homeland defense, continental United States (CONUS) base expansion, and the war on global terrorism.
DUTIES
1. Serves as the primary staff officer for the formulation of plans and policies and the programming and budgeting data pertaining to unit readiness, mobilization, deployment, and force integration programs.
a. Provides oversight of military mobilization and deployment requirements that require interface with various military services and their components.
b. Formulates mobilization plans and procedures, unit notification and implementation. Accountable for the development of detailed mobilization and deployment plans, instructions, and resourcing requirements for a particular federal or state mission.
c. Conducts parallel planning with Joint Staff, Headquarters, Department of the Army (HQDA), National Guard Bureau (NGB), US Army Forces Command (FORSCOM), Mobilization stations and other state JFHQs.
d. Initiates, plans, coordinates, and facilitates Readiness Councils (TAG level) and Readiness Improvement Committees (action officer level) at primary and secondary levels within the state Joint Staff in order to analyze and identify problems for implementing short and long term solutions to readiness issues.
2. Supervises personnel assigned to the Mobilization Readiness Branch. Plans, organizes, and directs activities of employees, ensuring the advice and assistance provided complies with legal and regulatory requirements. Develops goals and objectives that integrate support functions and overall unit program objectives. Plans and schedules work in a manner that promotes a smooth flow and even distribution.
3. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments considering skills and qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments.

- This is an excepted service position that requires membership in a compatible military assignment in the Michigan Army National Guard, required prior to the effective date of placement.

Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
