You will serve as a LEAD POLICE OFFICER in the FORCE PROTECTION (N34) DEPARTMENT of NAVSTA EVERETT SEC DET. NOTE: This position does not meet the definition of law enforcement officer (LEO) and is excluded from coverage as LEO for purposes of the Federal Employment Retirement System-Base Annuity in accordance with 5 CFR, Part 842, Subpart H.

Duties

You will perform contingency actions in response to incidents, emergencies, and hostile actions (e.g., active shooter, hazardous materials spill, bomb threat). You will distribute and balance workload and rotations among police officers. You will administer anti-terrorism, force protection, physical security, and law enforcement services for the protection of life and property. You will secure crime scenes for evidence collection. You will write crime scene reports containing evidence and statements gathered. You will identify security violators by using intrusion detection.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • You will be required to successfully complete a pre-appointment physical examination, annual, or any required OPM, DoD, or Department of the Navy mental and emotional stability screening, physical ability test, and physical fitness for duty test.
  • You will be required to obtain and maintain a current valid United States driver's license. With additional training, the incumbent may be required to qualify on police bicycles and other rough terrain vehicles such as ATVs and snow mobiles.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Shall be required to be CPR certified and utilize a portable heart defibrillator where available.
  • May be required to respond to other military installations within the region or off installation events when directed by higher authority to a disaster scene or during a national emergency.
  • Employee is required to wear an assigned uniform and display official designated items or accessories to include additional required equipment.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing law enforcement (LE), physical security (PS), antiterrorism (AT), and force protection (FP) functions; 2) Conducting preliminary and/or ongoing investigations of incidents; 3) Documenting law enforcement and security events and the issuance of citations; and 4) Distributing workload to junior officers in accordance with priority and skill level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Completion of the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program is a condition of continued employment. Employee will be required to sign a continuing service agreement prior to travel to the academy. Agreement to Continue in Service - CSA, Agency requires 36 month of continued employment after the completion of required training from the FLETC in accordance with Title 5 USC 4108 and 5 CFR410.309. Failure to voluntary complete length of employment requirement can subject employee to reimburse to the agency for fees, such as tuition and related fees, travel, and other special expenses (excluding salary) paid in connection with the training. Must be qualified IAW CNICINST 3502.2. As a HSB Crewman, personnel must be qualified IAW NAVEDTRA 43467-1 HSB Operations, the NAVEDTRA 43606, Shore Installation Management Basic Boat Coxswain (SIMBBC) and Crewmember PQS, and NAVEDTRA 43468-A, Shore Training Team Member/Leader. Must be qualified IAW NAVEDTRA 43466, Security Force Weapons, and OPNAVINST 3591 (series), Small Arms Training and Qualification on all assigned craft's weapons systems, and qualified as a second-class swimmer. Due to significant training requirements levied by DoD, SECNAV and OPNAV, incumbent must be trained and qualified to conduct Guardmount and pre/post watch training of other LE personnel before, during and after the assigned shift. Maintains proficiency for response to: installation perimeter breeches, hostage situations, vehicle borne improvised explosive device (IED), waterborne (IED) and pedestrian borne improvised explosive attacks, active shooter incidents, bomb threats, counter unmanned systems, suspicious packages and other terrorist threats, natural disasters, civil disturbances, and a myriad of law enforcement responses.
