The primary purpose of this position is: to serve as the military Personnel Systems Manager (PSM) and provide computer services/products to the Military Personnel Flight (MPF) and its external customers.
Duties
Plan, direct, control all aspects of the Personnel Data Systems (PDS). Manage, direct and control the operation of the PDS and related system interfaces.
Plan and provide customer assistance and training. Encourage the use of PDS by providing instruction to functional area users on automated processes and systems.
Provide military personnel advisory services to commanders, staff and others on all military personnel systems programs.
Act as Wing Passport Agent. Provide passport assistance to all authorized/eligible DoD personnel and their families. Comply with appropriate passport regulations, guides, and manuals.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge of a wide range of computer and/or automated data processing techniques, requirements, methods, sources, procedures, system software/hardware, system development life cycles, analytical and diagnostic methods, and systems analysis; (2) knowledge of various operating systems, computer languages, work processes/rules, database design/structure and content, utility programs, etc., to advise on alternative approaches, identify problems, and plan/implement solutions; (3) knowledge of established security requirements and procedures to ensure network security requirements related to physical, personnel, emanations, and information are accomplished; (4) knowledge of the mission, objectives, terminology, and management practices of the activity, the agency, and the department to recognize probable areas of interaction and overlap between current and proposed systems and system changes.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position; or LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of military personnel policies, procedures, rules, guidelines, and publications.
Comprehensive knowledge of PDS applications and working knowledge of personal computers and software (i.e. (Virtual Military Personnel Flight (vMPF), Base Level Service Delivery Model (BLSDM), Personnel records Display Application (PRDA), Virtual Personnel Service Center - Role Based Access (vPSC-RBA), Military Personnel Data System (MilPDS), Case Management System (CMS), Assignment Management System (AMS).
Ability to analyze data/products and make valid recommendations which may ensure compliance and quality products.
Must possess comprehensive knowledge of military personnel functional areas.
Knowledge of systems interfaces as they pertain to the military PDS.
Ability to communicate effectively and efficiently with diverse groups of individuals, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
