Duties
Ensure that actions taken in dealing with students fully comply with established standards.
Administer a balanced behavior management program.
Motivate students and gain their acceptance of and adherence to residential living goals.
Conduct group meetings, as well as a knowledge of counseling techniques sufficient to provide individual guidance to students.
Defuse situations that commonly occur in a group living environment involving interpersonal conflicts between/among students.
Recognize potentially adverse or sensitive situations that may require special or professional handling to refer to the appropriate person.
Clarify situations, exchange information, or resolve legal entanglements.
Meet and deal with a variety of people, including local authorities, students' families, and off-Center visitors to clarify, obtain, and provide information in handling student activities and problems.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one year probationary period, unless previously served.

Qualifications

Specialized Experience Requirement:
GS-8: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-7). Specialized experience is defined as two or more of the following: Provided on-site supervision of youths while ensuring a safe and healthy atmosphere; and/or Provided direction, guidance, instruction or orientation for students; and/or Assisted in setting student performance standards, goals, and objectives; and/or Served as a monitor for a dormitory group in a boarding school or other residential facility.
OR
Two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as social behavior, human behavior, psychology, or health care);
OR
combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university.
Specialized Experience Requirement:
GS-9: One year of specialized experience equivalent to at least the next lower grade level (GS-8); there is no substitution of education for specialized experience at this grade level.
In service applicants can qualify with at least one year at either the next lower grade level (GS-8), or the second lower grade level (GS-7). There are no GS-8 positions in the normal line of progression in the Job Corps organization; one year of specialized experience at the second lower grade level (GS-7) will be creditable for in service applicants. For outside applicants, one year of specialized experience equivalent to at least the next lower grade level (GS-8) is required.
Specialized experience is defined as three or more of the following: Worked in a behavior management program where the primary responsibility involved guiding and counseling students; and/or Trained staff on group living disciplinary policies and procedures; and/or Assisted in maintaining discipline in a group living environment; and/or Served as a proctor for a dormitory group in a boarding school or other residential facility.
OR
Two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as social behavior, human behavior, psycology, or health care);
OR

.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
