Duties

You will perform and advise on work in any of the phases or systems of budget administration. You will serve as SUPSHIP Groton’s Payroll Analyst. You will advise and training employees on the proper timekeeping entries within Navy ERP. You will serve as Customer Service Representative, CSR, thus acting as liaison between SUPSHIP Groton employees and DFAS. You will review and evaluate budget requests, and reporting on obligations and expenditures. You will serve as SUPSHIP Groton’s Travel Analyst. You will review and process all travel orders and vouchers, ensuring orders are in accordance with the Joint Travel Regulations, JTR, and appropriate funding is utilized. You will review and correct Unmatched Transactions, UMTs, to ensure documents are properly obligated under correct funding. You will commit and obligate a variety of funding for new contracts and modifications. You will research regulatory material to obtain factual information. You will assist program managers or staff in interpreting the impact of and planning for financial/budgetary and program changes.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-11 Grade Level: Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector analyzing funding, financial, or budget requirements to identify or recommend solutions at resolving funding issues for organizational programs or projects. For the GS-09 Grade Level: Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector assisting in the analysis of financial data or reports to support the development of funding, financial, or budget requirements for organizational programs or projects. For the GS-07 Grade Level: Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector applying financial management concepts, methods, or knowledge to assist in the development of funding, financial or budget requirements for organizational programs or projects. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11 Grade Level:
  • successful completion of a Ph.D. or equivalent doctoral degree; -OR-
  • successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; -OR-
  • successful completion of an LL.M. degree that is related to the position being filled; -OR-
  • a combination of experience and graduate education as described above that equates to one year of experience.
For the GS-09 Grade Level:
  • successful completion of a master's or equivalent graduate degree; -OR-
  • successful completion of two full years of progressively higher level graduate education leading to a master's degree; -OR-
  • obtained an LL.B. or J.D. that is related to the position being filled; -OR-
  • a combination of experience and graduate education as described above that equates to one year of experience.
For the GS-07 Grade Level:
  • successful completion one full year of graduate level education; -OR-
  • successful completion of a bachelor's degree with superior academic achievement; -OR-
  • a combination of experience and graduate education as described above that equates to one year of experience.
