The primary purpose of this position is as an Enlisted Air Reserve Technician (ART) to evaluate and manage the training and education program. Function as the key staff member responsible for overall oversight and management of the training and educational program. Serve as training consultant to all Training Managers, determine if quality training programs are in effect within all sections, and implements and manages training programs, policies, and procedures.
Duties
Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness. Serves as focal point for all Career Development Course (CDC) waivers, reenrollment requests and two-time CDC failures for the Group and subordinate units.
Administers Education, Training and Distance Learning Programs. Manages the enlisted training programs for the Group and advises unit training managers with subordinate units; responsible for overall management of the program.
Manages the development of education and training instructional products; plans, organizes, and coordinates operations of the Advance Distributed Learning, and multimedia education and training programs.
Monitors the overall accuracy and reliability of all data entered into and maintained in Personnel Data System (PDS).
Plans, organizes, leads and controls the Developmental Education Board and Reserve School Selection Board process for the Group's and subordinate unit's officers on an annual basis.

- This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements standards.
- Incumbent’s regular assignments are ART duties; however, the incumbent may be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities.
- Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies.
- The incumbent may be required to fly in aircraft to perform temporary duty assignments.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience which includes serving as a training consultant and determining if quality training programs are in effect and performing ongoing studies, gathering information, identifying, and analyzing issues associated with training methods and programs.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of this position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of personnel policies, training methods and programs.
2. Knowledge of automated systems, personal computers, and software.
3. Ability to analyze data/products to determine adequacy of training programs.
4. Ability to communicate effectively with a diverse group of individuals, both orally and in writing, using tact and courtesy.
5. Knowledge of training goals and objectives to advise in the management and implementation of training goals for the unit personnel.
6. Knowledge of skill-level qualifications, update, enhancement, and proficiency training requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
