The incumbent procures commercial, specialized supplies, general, specialized services, professional medical services, and construction projects. Duties performed are for preparing, distributing and tracking administrative documents such as requisitions, Prism purchase, delivery. task orders, government purchase card actions from point of initiation to final approval and close out. This position is located with the Acquisition Department, Chinle Comprehensive Healthcare Facility, Chinle, AZ.
Duties
Purchasing agents acquire supplies and services to meet the needs of agencies or activities. These needs include common supplies available off-the-shelf, items that are manufactured to order, specialized services, or construction.
Purchasing agents ·keep informed of available goods and services by checking commercial catalogs, contact files, and listings of firms offering particular goods, and through informal contact with sales representatives, suppliers, and buyers from other Federal activities.
Purchasing Agent will administer the utilization and implementation of the International Merchant Purchase Authorization Card (IMPAC), in the acquisition of goods and services required by the Navajo Area Indian Health Service/Service Unit duty station.
Provides assistance and technical guidance on matters concerning the simplified purchase acquisition process in accordance with the Federal Acquisition Regulations (FAR), Health and Human Service Acquisition Regulations (HHSAR), Public Health Service Acquisition Regulations (PH SAR) and Indian Health Service · (IHS) Circulars.
This position is being announced concurrently with additional Excepted Service/Merit Promotion Examining procedures.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

MINIMUM QUALIFICATIONS:
GS05: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Determining the appropriate procedures to obtain goods, and services. Participating in the overall planning, development, and execution of purchase procurement policies and procedures. Acquiring supplies and services to meet the needs of agencies or activities. Acquiring supplies and services.
GS06: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Remaining in contact with ordering office. Keeping informed of available goods and services. Checking commercial catalogs, contract files and listing of firms. Providing assistance and technical guidance. Evaluating responsiveness of quotes and vendors. Serving as an employee organization business representative.

Education:
GS05: 4 years above high school
This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
