The incumbent will serve as the Budget Analyst and is responsible in coordinating the complete budgetary program for the entire Medical Center. This position is located at the Martinsburg, WA VA Medical Center, Fiscal Service, Finance Section. The primary purpose of this position is to formulate and monitor the budget of the Martinsburg VAMC with the allocated funds and preclude deficit spending.

Duties

Reviews program data for the Supervisory Budget Analyst to support him/her as advisor to the Chief Financial Officer (CFO) and other forums and committees to which he/she may be a representative. The Budget Analyst compiled, consolidates, reviews, analyzes, and edits multiple daily, monthly, quarterly, and annual fiscal reports as required by VACO, VISN, and/or station management. Monitors the execution of the Medical Center budget with many different sources and types of funding, such as multi-year appropriations, allotments from different appropriations, transfers of funds from other VHA departments and programs, reimbursements for services provided, and revenue from the Mid-Atlantic Consolidated Patient Account Center. Reviews and maintains employment, obligation, expenditure, and workload reports while keeping management informed of their status and any significant changes. Directs the station fund control systems with the support of the Supervisory Budget Analyst. Provides Fiscal training and guidance to station management, fund control point Officials, and other personnel in budgetary procedures and explains how to interpret standard budgetary reports. The total budgetary program oversight assumed by this position is in excess of $400 million dollars. Reviews all specific program funding allotments, preparing daily, monthly, quarterly, and yearly reports to account for each program's funding and obligation changes and progress. This includes reviewing, editing, and consolidating annual and multi-year budget requests and estimates for all programs at the Medical Center into a single budget request. Prepares all reports for staffing management bi-weekly by the first Monday of each pay period. These reports include the FTEE-headcount, salary efficiency, overtime expenditures, fee and intermittent staffing expenditures, specific purpose salary tracking, service level salary scorecards, and salary projection by appropriation reports. Stand ready for activation by the Finance Branch o the Incident Command Structure (ICS) for any incidents requiring such support. The incumbent will be responsible for maintaining compliance with all required training, as mandated by ICS. Perform other related duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
