About the Position: This Supervisory Electronics Engineer position is assigned to the Program Executive Office, Command Control Communications-Tactical (PEO C3T), PMO Tactical Network, Technical Management Div, located in APG, MD. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 15 grade step 10 in the broadband.

Duties

The incumbent applies knowledge of the physical sciences and mathematics, electronic phenomena, and the principles, techniques and practice of electronics engineering. Exercises managerial and decision authority for either systems or technical engineering and logistical developments. Exercises clear, creative leadership and outstanding managerial competence that exercises the direct authoritative participation, as an engineer, in organizing and controlling the technical efforts in the major field of electronics engineer. Interfaces with external stakeholders such as representatives from OSD, Joint Staff, HQDA, TRADOC, ASA(ALT), PEO Staff, and other commands and agencies, and private industry on all matters effecting program execution. Has full authority of PEO/PM when dealing with both higher and lower echelon organizations in area of expertise.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • Business travel required up to 50% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is a Critical Acquisition Position Key Leadership position and requires a 3-year tenure agreement. Selectee must sign DD Form 2889 and execute, as a condition of employment, a written tenure agreement.
  • This position requires the incumbent to possess 4 years of Acquisition experience.
  • One year supervisory probation period may be required.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);OR(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. OR Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above.
