THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Sexual Assault Prevention and Response Coordinator (SAR WF) (Title 5) (Permanent), Position Description Number T5668000 and is part of the VA JFHQ DET HQ, National Guard.

Duties

As a Sexual Assault Prevention and Response Coordinator (SAR WF) (Title 5), GS-0101-12, you will perform the below duties: Serves as the BDE Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the BDE CDR. Establishes sexual assault reporting process and accomplishes documentation for the BDE program while coordinating and collaborating with the State SAPR and subsidiary BDE's within the State. Advises and provides direction to BDE personnel regarding SAPR policy, guidance, requirements, and processes. Serves as the BDE CDR's consultant and coordinator for sexual assault secondary prevention activities involving the institutionalization of respect and the Air/Army core values throughout the spectrum of human relations activities. Develops BDE plans (to include spend plan routed to the State SAPR for approval), programs, and guidelines. Executes budget geared to the BDE population and organization to address sexual assault prevention and response. Constructs and/or adjusts the BDE plans, milestones, and evaluation measures (including metrics) to garner success in meeting goals and objectives. Creates and implements a communication strategy to expand awareness and knowledge of reporting options for sexual assault at the BDE. Assesses the BDE need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives. Assessments include consideration of complicating factors at the BDE to develop processes, procedures, and training that is effective for all parties. Implements secondary prevention programs relating to sexual assault. Assists individual commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program. Routinely stays abreast of state-of-the-art training materials, delivery methods, and activities to promote efficient and effective training. Serves as focal point for ongoing secondary prevention education and training for all Unit personnel, leadership, and all deploying personnel. Works in concert with the Sexual Violence, Domestic Abuse, and Sexual Harassment Primary Prevention Subject Matter Experts for secondary prevention activities related to sexual violence, domestic abuse, sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm. Collaborates with State SAPR PM, subsidiary BDE SARCs to include Alt SARCs, VAs and other stakeholders to create and execute plans, outreach efforts, messaging, and activities for SAPR related events to include, but not limited to, Sexual Assault Awareness and Prevention Month. Builds and maintains a BDE response and victim support system which addresses a wide variety of issues and problems. Partners with the JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary BDE SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate (SJA), Equal Opportunity personnel, and First Sergeants. Coordination of victim care will be accomplished with State SAPR PM to provide a comprehensive response to victim needs. Confirms that victims are supported and have continuity of care regardless of administrative and/or legal action. Serves as the BDE CDR consultant on sexual assault prevention, response concerns, and trends and representative involving all sexual assault issues on committees, working groups, conferences, and community meetings which may include being a liaison with the community sexual assault response team (SART). Has direct and unimpeded access to the BDE CDR for the purposes of these responsibilities. IAW NGB SAPR Division Instructions informs and presents the BDE CDR and State SAPR PM with the health of the force data by identifying issues, status of program, areas needing improvement, case management, BDE climate, and other appropriate information. Attends and participates in the monthly State Case Management Group (CMG) meeting with the victim's immediate Commander to brief active cases. Performs other duties as assigned.

GENERAL EXPERIENCE: Applicant must have experience as a Sexual Assault Prevention and Response Coordinator for the military, civilians, and dependents. SPECIALIZED EXPERIENCE: Applicant must have at least 18 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience creating and implementing a communication strategy to expand awareness and knowledge of reporting options for sexual assault. Experience maintaining up-to-date subject information and references to the various assistance organizations and publishes additional resources to personnel. Experience collaborating with State SAPR PM, subsidiary BDE SARCs to include Alt SARCs, VAs and other stakeholders to create and execute plans, outreach efforts, messaging, and activities for SAPR related events to include, but not limited to, Sexual Assault Awareness and Prevention Month. Experience attending meetings, forums, briefs, etc. requested by BDE CDR and equips BDE CDR with most current program information using the health of the force data slides and other vetted resources. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
