This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to the competitive service.
About the Position: Serve as an Environmental Compliance, Sustainability, Pesticide, and Safety Program Manager providing support to six operating projects within the states of Washington, Idaho and Montana that include locks, dams, powerhouses, field offices, and associated land and water resources activities.
Duties
Serve as the expert consultant for all environmental compliance, sustainability, pesticide implementation, inspection, auditing, evaluation, and monitoring, reporting and related matters.
Provide authoritative staff and policy guidance to Division staff and field offices to ensure consistent, effective, and efficient implementation of Federal, state, and local environmental requirements and sustainability matters.
Develop, schedule and coordinate project assessments and reporting.
Develop environmental, safety and sustainability implementation policy and guidance.
Coordinate and review Operational Management Plans (OMP’s), master plans, Environmental Impact Statements and Design Memorandums for environmental and sustainability considerations.
Provide technical support to Operating Projects’ Environmental Compliance Coordinators and Safety Officers on regulations, procedures and processes directly affecting environmental compliance, sustainability, safety, and industrial hygiene concerns.
Plan, direct and coordinate the implementation of the district pesticide program.

Basic Requirement for Environmental Resource Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must provide a copy of your transcripts with your application.)
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (You must provide a copy of your transcripts with your application.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For the GS-12 Level:
Specialized Experience: One year of specialized experience which includes providing technical support for an environmental compliance program AND must include experience in project planning and public liaison. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For the GS-13 Level:
Specialized Experience: One year of specialized experience which includes administering programs in two (2) of the following areas: environmental compliance, water and energy sustainability, safety, OR pesticide management AND must include experience in program planning and public liaison. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
